So after I have installed my water cooling, when I turn my pc on, the dots that are meant to go in a circle where the W8 logo it, just go horizontal and a thick glitchy line goes across the screen for a second. After the startup everything goes back to normal. Is it because the gpu is too cold or what?

I don't think any basic water cooling can make a card cold enough to cause problems.

 

Is this a recurring issue? How many times have you rebooted with this issue?

 

It may be something as simple as an automatic update that is causing the issue. Try performing a system restore to a state before the error occurred.

I think it started happening after the newest update
