Can't log into Google - Error 400

At my work, both of the laptop upstairs can not log into google. I have done a few of the basic solutions such as flush DNS, clear history / cookies, make sure cookies are turned on, etc. but nothing resolves it. Everything else is pretty much fine, but it's just this one specific issue. It affects some google related products such as google maps which we can't open, but YouTube does open. Does anyone have any possible solutions or remedies? I work in a local government facility, so could this be caused by our IT departments security settings? Any ideas are welcome.
