Program to make multiple windows act as one?

I dont know if this is a thing or not basically what I want is in this video I wrote this myself but I am not the best at programming and its quite buggy and not very efficient .

I know only about DisplayFusion, because thats what I have.

 

E: Actually, misread what you are after. DisplayFusion does have comtrol for windows more that Windows normally does. But I don't know if there's that kind of feature.

Yeah I've used Display fusion before not really what I am after guess what I'm looking for is strange.
