Factory resetting PC

Trying to factory reset PC so i can give it to my brother but I am having issues doing so. I tried reinstalling windows but it keeps saying windows 10 can update the partition, cant even get into my BIOS to have the usb be the boot drive. Are there any other solutions that could be used I think I've tried just about everything. If anyone could help that be much appreciated...
