If you power down your computer, it turning off and no longer using power is the generally expected case. If your motherboard has ports that can be used for charging even while off, they should be marked appropriately. The power settings you have in Windows are irrelevant to this case. If you turn of your computer, the OS is no longer running.

 

What motherboard do you have? If you don't provide hardware details, no one can tell you if your motherboard supports this.

There's more than one model with that name. Which one, e.g. z790?

 

Check if there's a setting in BIOS to keep USB ports powered for charging when powered off or similar.

 

Otherwise, USB ports turning off when the PC is powered down would be the expected case.

Boot into the BIOS and then go to Settings > Advanced > Wake Up Event Setup. There should be a setting "Resume By USB Device". When that is enabled, USB devices should not lose power when the computer is turned off.
