A 5950x is 450 bucks and even a 3950x might be more because of the depleting stock. 

I would go for the 7900x even though its not really budget. It has only 12 cores but it has much higher clocks than the 7950x so it outperforms it

A friend of mine running a 13600k with a 4070ti is wanting to try to run a double pc setup for his stream. My idea was to run this something that doesn't require a gpu to make it affordable. Let me know if this would be something viable before i order and build this for him.

I say he should use his main pc to stream as 40 series cards have got the av1 encoder and this secondary pc's stream would look worse than if he were just streaming off the main one (if you stream with an encoder, which he has on the gpu, it won't affect gaming performance)

He wanted to try it as he was comfortable paying for a full secondary pc but i am trying to make him save some money that is why i am considering that build for him. ( he is the type of person that no one can change his mind )

4070ti is fine for the encoding.

If you want to go 2nd pc atleast go with a 16core cpu for max cpu preset in obs, if not stick with the GPU encoding.

He is already streaming from his main pc so my guess is he doesn't need it really but wants to try it.
