If you can stretch your budget by 11 quid this is the cpu you want. Just make sure to update your boards bios beforehand.

Your cpu is capable enough- benchmarks point towards your graphics card holding you back with CS2 and it’s new engine 
 

look at any performance benchmarks; something like a low end 11th Gen cpu can still achieve over 200 FPS when paired with something like a 3060 Ti.

yeah i get that but its tough for me because i want to stream it aswell and I use a CPU based encoder which strains the cpu a lot

A GPU upgrade would allow you to offload that work. NVENC and even AMD's alternative work very well.

x264 on a CPU bound title is just asking for a bad time. NVENC is still there in the wings for you.

Yeah those were my thoughts exactly however, my streams on NVENC were incredible stuttery even on lower resolutions. switching back to x264 fixed the issue for me immediately. Do you think a GPU upgrade is more in order?

The Ryzen 5 3600 is more than enough for a card double the performance of the GTX 1650.

 

Your system screams for a GPU upgrade for gaming. Sell that 1650, add your cash, and get a Radeon RX 6600XT, 6650XT, 6700 or 6700XT.

Or an nVidia RTX 3060 12GB. Eventually the 4060 or Radeon 7600.

 

I streamed PUBG using my 3600 without issues using the CPU. It had to be lower quality, but it worked fine.

A Ryzen 5700X would help with streaming, but even the 5900X or 5950X have issues if you use the high(er) quality encoders.
