Which RX 6000 in particular?

 

E.g. RX 6400/6500 XT, yes, because they only have x4 lanes. All of the faster ones, no, because they have at least x8 lanes.

edit: thought you said specifically the 6600

for the 6600 the above applies, for the 6400/6500 the above is even worse, and even older titles will show a pretty large performance hit

That's a manufacturer, not a model. There are multiple models offered by Powercolor, same as any other manufacturer.

Higher end cards typically have very little performance loss from PCIe 3.0
