Budget (including currency): 1500 USD (I am flexible, so I am willing to spend  a little more if it gets significantly better performance or better reliability for parts)

Games, programs or workloads that it will be used for: Variety gaming, but I rarely have a game running alone as I usually have either discord or chrome open in the background(Warframe, Borderlands, GTA, ARK, etc.) and computer science work (game development, cybersecurity)

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I plan to play at 1080p, but I would like to upgrade to 1444p in the future. I do need a monitor, mouse, and keyboard, but that does not need to be included in the budget. If you have any recommendations that are not super expensive, but are still good quality wise that would be great. This is my first desktop (I have been using a Zephyrus G14 laptop for a few years), so I have been doing research for the last few weeks. I have made a bunch of configurations using a bunch of different GPU and CPU combinations, but I can't determine what is best.

This is a config a friend gave me before my research, but I was a bit hesitant to buy some of the parts due to the lack of user reviews : https://pcpartpicker.com/list/DTzbnt (The motherboard, processor, and ram, was 550 in a bundle at microcenter)

I am open to a new config (intel or amd), or recommendations for improving this build.  It would be ideal if the parts could all be shipped, but I can figure something out if the best deal is pickup only. Also when it comes to sound I would prefer it to be as quiet as possible. I don't mind some noise when the fans ramp up, but during casual to moderate use I don't want to hear a jet starting up (my ps4 sounded like it was going to take off every time i fired it up)

This frees up some of your budget to step into a card meant for gaming at 1440 such as a 4070 Ti or 7900 XT while giving you near identical performance. That 120mm fan goes inside the back of that case for a rear exhaust fan.
