CPU performing poorly?

Your screenshot shows 3 cores and 6 threads. Most of your CPU is disabled. Open msconfig and clear the Number of processors box. Press OK and reboot after you do this so Windows can find and use the rest of your CPU. 

 

After you reboot, check the Task Manager to see if cores and threads are being reported correctly. 

 

Fix that problem first, then you can look into disabling Undervolt Protection.

I recently got my new PC, which has a 4070 oc and a 12600KF. I ran TimeSpy and CPU Profile on 3Dmark and I saw that my CPU is holding my GPU scores back, as it only landed 5k on TimeSpy. I'm using a Gigabyte B760M-Gaming X AX (yes, I know I should've got a Z series motherboard but there were NONE in stock.). CPU Profile marks also seem extremely low. I have no idea what could be causing this as temperatures and usage seem fine to me. Is it just the incompatibility with my mobo? 

GPU:4070 oc ventus x3
CPU:12600KF 
RAM: Goodram 3600mhz 16GB
SSD: WD Black SN850X 1TB
PSU: Thermaltake Smart BM2 750w

Try running Cinebench and post your score. The B760 series have a feature called Intel Undervolt Protection which is somewhat broken. It can cut CPU performance in half. Your Cinebench score should confirm if you have this issue. 

 

Run ThrottleStop and open the FIVR window. If it shows Undervolt Protection, look in the BIOS to see if you can disable this useless feature.

Should I run multi core, single core or both?

Well, I'd say I am underperforming.

I do have undervolt protection on, so I guess I'm gonna go ahead and try to disable it but I lose myself easily in Gigabyte BIOS.

So I've headed into my BIOS but the only thing I could see that could be useful were different offsets for the Vcore (Adaptive, Auto, Fixed and Offset)

Well... Silly me, I'm lucky you realized, cause I probably wouldn't have. Thank you, this was the problem. Now I'm just 1000 behind average marks on Cinebench and a little above average on 3DMarks CPU profile. Thank you.
