Every good modern PSU I'm aware of is completely silent, especially compared to case fans.

AX1600i and ROG Thor 1600W. Those would be completely passive for that load, and are fairly quiet when their fan eventually turns on.

In what universe is the RMe quiet? Cybenetics measured the fan starting at 840 RPM at a 40W load, which is really not as quiet as the quietest ones.
