I dont want 1440p i just want alot of fps and hz thats why i picked 1080p 240hz and i want to know if there will be Little to no bottleneck with the 13600kf and 3070 ti

Do you already own the 3070 Ti? If not then I would look at the 4070 ... more VRAM and more FPS.  Pair that card up with a monitor such as this.

The 3070ti will be the bottleneck in that system, so you will get most if not all the power the 3070ti has to give. ( this is good ).  Good card for 1080p but reaching a constant 240hz might require a faster GPU, depending on the game of course. CSGO, no problem. Red Dead Redemption 2? Problem.

Depends on the game, assuming you just play online multiplayer games, most modern if not all games would run at 200+fps.

However, 3070 Ti is not a good GPU to buy anymore, 8GB VRAM is on the low end for future games even at 1080p. It has the horsepower to be a good 1080p GPU but does not have the VRAM for it.

If you haven't bought the 3070 Ti, try to find 6800XT or 6900 XT, it will be a much much better GPU compared to 3070 Ti.

Most 1440p144hz system can do this, and to me the minimum is 6800XT and 4070 as stated by multiple forum users here. But that depends on the games too, 13600KF and 3070Ti on CS1 should be easy same as CS2 with some tweaks, but in more heavier esport titles like Apex Legends, Fortnite, and Warzone? Hunt for the 2 aformentioned cards. Going higher if you want the experience in more titles would be kind of a waste without a CPU upgrade so i wouldnt recommend that and would go for 1440p144 in the first place.

the thing is that my budget is already really tight with my pc (2200€) and the 3070 ti i found is only 500€ and the only 4070's i can find are for 700€ which is too much for me (it exceeds my budget by 200€)
