game issues while streaming

so ive had the issue for a while now and just learned to live with it but im wanting to get back into streaming. any time i stream on discord my whole pc freezes, like my inputs are delayed, audio clicks and cuts out and extreme drops of fps in games. when i stream with streamlabs or obs it feels like im getting around 40 fps but im watching the nivida overlay and in rocket league for example with out streaming i get 800fps, 704 99%fps, while streaming 710fps 240 99%fps but it feels like im running on 40 with motion blur on.

my pc specs are for the cpu amd 5900x, gpu rtx3090, ram 32gb 3600, storage 2 intel 670p 2tb.
any help would be greatly appreciated
