If you're not overclocking, the Z690 is probably overkill.  

Personal preference would not be a Samsung 990 (they're pretty expensive)

a 4060 TI paired with your CPU seems a bit under-spec'd to me

The H9 Flow is huge and you don't need anything remotely close to that massive

You've got a 1000W PSU for a build that currently will use ~550W peak

Whats the purpose of this build?

If its for gaming I would get the 13600K i stead, a cheaper m.2, a smaller PSU and spend the extra on a better GPU with more VRAM. Modern AAA games especially those ported from console uses a lot of memory.

Then the GPU brand shouldn't play into what CPU you get.

Both AMD and Intel has perfectly fine options for CPU with some strengths and weaknesses on both sides, but there is no real reason to have to pair a AMD GPU with an AMD CPU that isn't the same for Nvidia or Intel GPU

Sure, but your argument was to change to a AMD CPU if he went for a AMD GPU, ant not regardless of what GPU he got. An AMD GPU doesn't magically create more heat in an Intel system.

honestly, the 12700k bundle is an absolute steal there.

 

Were I buying it?  I'd save the 200$ and upgrade the GPU or other parts.  The 12700K is a stellar chip still.
