That looks more like a game problem than GPU problem.聽 Looks like a 'cheap' hunting game where textures are garbage at distance.

Poor aliasing on low quality textures could be an issue with render distance. Does this particular visual effect happen in every game? Or just sometimes? It's the sort of thing you'd expect on low/medium settings聽

If you're able to provide a picture from a more mainstream modern game, that might help with what we're seeing. I don't know what game is pictured in your original post, but if you had a picture of a game like Overwatch with those artifacts where they didn't belong it might be more clear聽
