Doing what with blender?

The obvious answer to your query is: the most powerful Nvidia GPU with the most VRAM (blender supports AMD, Intel and Mac but not very well, CUDA and Optix are still the best performing & stable options), the most system RAM you can get and the most powerful CPU with good multi core performance.

Anything else you want will depend on your workflow/ productivity type.

Try lookng at Puget systems for thier graphics workstation builds and choose a system based around those but within your budget and suiting your projected workload.

It's not that Newegg Japan's pricing is bad. It can be comparable to some of the major e-retailers like Amazon Japan. It's just that returns are handled by Newegg US.

Question to @Chuckelor 

1. Do you mind used hardware?

2. Would the budget exclude monitors and peripherals?

3. Do you mind if the parts are ordered from different retailers for a better price?
