I just had a look at my older Lenovo Legion 5, with 5800H and 3070 130W. CPU-Z also reports 115W on mine.

 

Looking at my notes, I have seen measured GPU power consumption peaking at 120W on my system, but this wasn't a focus of my earlier testing. I might revisit this later.

 

Try running GPU-Z and look at power usage under intense graphical loads, especially ones with lower CPU load as that could take away power budget from the GPU.

I ran a few random graphically intensive tests. Got the highest power reported with Fire Strike Ultra, at 120W for board, 95W for chip. Note desktop nvidia GPUs primarily report board power, not chip.

 

I wonder if the 115W might be the chip limit, but it isn't hit as the board limit may happen sooner. Maybe a core intensive application that doesn't hit the vram hard could drive core power usage higher.
