Budget (including currency): Maximum $2,500 but trying to keep it as low as possible

Games, programs or workloads that it will be used for: steaming, playing games at the highest settings with raytracing if available for example, cyberpunk, elden ring, re8, etc.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Before making this list, I did very little research and want to use it as a starting point. So I don't know if this is a good build or not and if not what changes would yall recommend?

Also, I will be using Seagate 2tb and 1tb hdd from my old build in this one. I don't really care for the aesthetics as long as it works and even though I'm trying to keep the cost down I would still like to use the most recent gen of parts if possible. I also want to get a new monitor to support the new resolutions I want to play at but I don't know any good ones. Any recommendations will be appreciated.

get the 6800xt or 6900xt over the 4070 as it has better performance and more vram. also for streaming/gaming 64 gigs of ram is overkill 32 will do. other that that looks pretty good although u may want to get a 850w psu

4x16gb RAM isn't useful and AM5 RAM speed is pretty bad with 4 sticks, 2x16gb will be enough

And you're quite below budget, I suggest you get a better 4070ti or 7900xt GPU in the $800 range

Id say otherwise. Although if OP is only and solely concern over streaming, they can use Intel QSV instead for h.264 and go for the 7900XT for AV1.
