And if the rtx 3060's PCIe version 4 is compatible with my motherboards PCIe version 3?

Its backwards and forwards compatible protocol, itll work.

gpu or cpu first

When in doubt for gaming: GPU. CPU bottleneck generally happens later on and really only happens when a game can scale more than the cores available or when the IPC/single threaded performance is just insufficient.

Budget (including currency): 4200sek which is about $390

Country: Sweden

Games, programs or workloads that it will be used for: Overwatch 2, COD MW2, Hogwarts legacy, Gollum, Forza 4, high on life, do some video editing and programming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

This is my current pc that I built in 2019:

I want to upgrade my cpu, ram and gpu. However I don't have the money to get everything at once, and I am unsure of compatibility from my existing motherboard or if I need to upgrade it as well. I want to upgrade to a ryzen 5 5600x, 32gb of ram and a rtx 3060 with 12gb of vram. My motherboard has PCIe version 3 however the 3060 has PCIe version 4 but when I added all the parts in pcpartpicker it didn't give any errors except that I need to update the bios the cpu.

I know that it will go default to the lower speed. The reason I chose the 3200 ram is that it's cheaper than the 3000kit and didn't think the 200MHz makes a huge difference. Keeping my old ram and just getting the extra 16gb instead of buying 2x16gb saves 300sek which I can use to get the ryzen 5 5600x instead of the ryzen 5 5600.

Only the cpu would basically eat all the budget I have :')

This list is already 6100sek. But my main question is still should I get the gpu or cpu first? (most of the newer games I own recommend a rtx 3060 and either ryzen 5 1600 or 3600). And if the rtx 3060's PCIe version 4 is compatible with my motherboards PCIe version 3?
