Pc will not boot

Hello , i have a problem with my pc , i changed the hard drive , and it opened , it crashed , and than it gave me a bluescreen and said i need to reinstall windows , so i went to get my windows stick , and then when i tried to boot it up it didnt , the hdd light is off , and its not sending any signal , i have tried taking out the cmos battery , changed the hard drive , remived the graphics card , even played around with ram still nothing , could you guys please help me?
