im on nights so im about to sleep and when i wake up im going to try a USB network card to see what that does... other than that, i have no idea what else it could be other than the motherboard. It just sucks that its only 3ish years old and a "high end" one too

when i have had this problem i found it easier to reinstall windows as there might be a setting or program reducing the speed.聽
you could try a linux utility USB to test if it works better in another OS before you reinstall.聽
