No boot computer.

Hi! 
When I turn on computer DRAM light blinks orange, computer won’t boot and graphics card won’t spin its fans. I’ve flashed BIOS, tried with one ram stick, all to no avail. 
 

What can be the issue?

Do you guys reckon its a faulty motherboard or CPU, because those are the only 2 things I’ve changed.

Take the cpu out of the socket and inspect both the cpu and the socket for physical defects (cpu package being bent, pins being bent, malformations in the socket, anything that doesn’t belong there.)
