Weird Monitor(s) glitch?

I have some black/white horizontal lines appear/disappear randomly on my monitor(s). I can't quite figure out what the issue is.

 

• It appears on 2 different monitors,
  • Alienware AW3423DWF
  • LG TV
• 1 uses a display port cable, and the other uses HDMI
• Swapping out cables didn't fix it
• CPU/GPU usage is minimal
• Occurs more commonly when I have 2+ monitors up and running
• PC screen capturing doesn't show anything wrong

 

Any suggestions on what could the issue possibly be?

so then it's an issue thats before the screens cables and ports.

almost looks like a reset of some kind , reinstall drivers and check for bios updates

I've made sure that I have the latest drivers, and bios updates. Any other suggestions?
