New PC not Booting

I just built this computer today and now I'm trying to boot but every time I do it gives me exactly what you see in the video. The computer stays on for about 30 seconds, doesn't boot and turns off. Then after a second of two it turns back on and does the same thing over again. Does anyone know what might be causing this

You could require a BIOS update for the 13th gen CPU to work in that board.  The 13100f is only validated after the BIOS version 2004 and there are 10 BIOS versions prior to that BIOS version the board could have shipped with.

How would I be able to do this? would putting the update on a flash drive and having that drive in the PC at boot work?

Your CPU is Core 13th gen,so it can’t run directly on the 600 series motherboard without updating your BIOS.

some boards can do it without a 12th gen cpu, they have a feature called flashback.

whats the exact model of your mobo? oic, asus prime z690, yeah that one doesn't have flashback.
