do I need 3200mhz for 12400f or can I take 3000mhz 2666mhz etc. but to be CL16 ??

3200mhz is the sweet spot and it shouldn't be much more than 3000mhz, also 2666 is pretty slow nowadays and most processors are best with 3200mhz ram

The speed ( 3200mhz ) is decent but the timings CL22 is very high.   Try to get 3200 CL16 at least.
