When port forwarding sometimes if no server is actively running on the port it will be detected as closed. http://www.canyouseeme.org/ this is a great tool to test. Another issue can be that some ISPs block ports because it adds risks to customers and can make them lose some money. If your ports work for other games this is not the case.

Do you have any sort of program running on that port when your testing your port.,

If not then it wouldn't be getting a response so it would see it as closed.

Yes, have the sever up and running on my computer and can connect to it using local IP.

It might be the firewall on your server. I've had that problem before.

How would I fix that?

if you're running Windows, and most people do. Type firewall into the search bar if you have Vista+ and look for Windows firewall with advanced security. It may be named differently but it should be along that line. Once there for the server make sure to allow the ports on inbound and outgoing rules buy clicking Inbound/outbound rules(Left side of menu) > New Rule (Right). Hope that helps.

Turned off Windows firewall and went into advanced settings to add port 16261 under inbound rules.....and still getting closed port :(

Did you add all the ports to BOTH inbound and outbound? Communication is 2-way remember.

Yep, both inbound and out (TCP as protocol type). and get "Connection refused"

ETA: also just tested some other ports like 80,21,110 and I get "connection timed out" for all of them.

I have never gotten any of those port testing sites working, even through the ports was open. I'm pretty sure that I read something about the system not responding on the pings that was being send to it.

Well, no one can join the server using the ports I'm trying to open, and I'm getting some common ports come back as timed out and ones im trying to open come back as closed.......so incline to believe the online apps can at least spot a closed port.

Can't really tell you what the problem is. It's some time since I last worked with ports and such. Not a networking expert, just a techy guy, that had a minecraft server... :P

Talk to your internet provider. if you never hosted servers before there is a good chance the ports are blocked.

Put this little application on a known good PC. One that you use to connect to the internet. Completely disable all firewalls and Anti-Virus, then start the application up and specify any port number. Then change your port forwards to your pc. Then see what happens.

If your ports show as open.... then you know it's something wrong with the server configuration.... If they show as closed or 'filtered' then you have something going on in the router itself.
