PC Internet Dropout

A few times a week my PC loses internet connection for about 20-40 seconds at a time, while all my other devices are fine. I use powerline ethernet from my router to my PC which I think may be a part of the issue, however I also noted it seems to happen when I'm uploading alot, like a twitch/discord livestream. Mainly annoying when I'm trying to livestream and I get cut off 1-2 times a stream. Any ideas on what I might be able to do to diagnose my issues?

that exact thing happens to me alot, either when im playing an online game or am in a discord call. It takes a restart to get it working again. Apparently it's normal.
