13700k will always hit a point where it will throttle. Nature of the beast.

the ability to push performance on those chips relies heavily upon the ability to keep it cool enough to maintain a steady temperature.

Also unless your friend is having issues with his PC chasing numbers in Cinebench 23 is not a true test of the CPU's ability unless he is using the PC to do 3D renderings and has workloads where time equals money.

Cinebench will try to push the cpu to its max sustainable performance to give an indication of rendering ability not its everyday use case situation. And certainly has little to do with gaming performance.

You should also get your friend to run HWinfo64 and load the sensor panel then run a cinebench test so that he can then see for himself what temps speeds achieved etc.

he will see if throttling is occurring and from there determine the best approach to trying things to help resolve the issues.

more fluid volume would help but if your AIO needs a little help try adding a couple more fans if you have any laying around and test before parting with money.

Also can you say how long you have used the AIO you have right now ? if in use for more than a year or so possibly a slightly reduce flow due to a little gunk ?

AIO's if yours has seen a lot of service already are very easy to dissasemble clean and refill . Just ensure that any sealing rings are in good condition and be gentle with them if cleaning. the pump block itself has micro fins and tiniest particles do get caught in the fins that can reduce the flow and efficiency of the AIO.
