whats your budget? If its 800 bucks (price of a 4070 ti) Might be better to upgrade your cpu and mobo before you get a new gpu 

For example, keep your ram and go for a 5800x3d and a b550 tomahawk. Good upgrade for 500 bucks and then save up a little and get the 6800 xt or 6950 xt (or the 4070 ti if you don't like amd)

It all depends on the games you play. I built my setup with an i7-7700k and 1080 and recently went to a 3070. If youre trying to run the lastest and greatest titles youll likely wont be able to max stuff out, but 9th gen intel will still be capable for sometime. Should be fine.

honestly that rig is still pretty respectable, what you could do, is upgrade to like a 4070 ti and if you have a microcenter around you they normally do some really good deals on motherboard/cpu/ram deals. so i got a 4080. and recently i got a 7900x/ASUS B650E-F ROG STRIX GAMING WIFI/ddr5 6000 MHz for just 600 at microcenter. thats around a 1000 dollar value for 400 off. pretty solid. i guess it all depends on if you have a microcenter near you. but i mean if you have a 1080 its not even really worth upgrading to a 3000 series unless you really want ray tracing, cause the 1080 is on par with like a 3060 ti now, and 3070s are solid but starting to lose favor. you could always go to Ebay for a cheaper 3080 card or 3070, or just wait till you can upgrade everything at once cause your rig is already pretty nice even by todays standards.

Is your GPU actually holding you back? No point in upgrading if it isn't.

The i7-9700k is still a mighty fine CPU today (I use a Ryzen 1600AF, which is technically weaker), I would be perfectly comfortable pairing it with an RTX 4090, unless you only play Factorio or something similarly CPU dependent.

Future proofing is difficult, you can't know what kind of features release and whether there is a huge performance bump in the next generation. I wouldn't sweat it and just buy the best thing you can afford right now.
