build for kid

my nephews they are two and they not play Playstation 3 or 4 anymore
they want PC \ laptop
I have laptop for them but they will fight for who will play

so , I give them 2 hours or to 1 play then I off the laptop with password

and my pc too but most he asked me to play I have to leave my pc
1 kid to my pc he play
1 kid to my laptop play
or they will fight who will play
they installed Roblox Studio  ,

and the older kid he played ARK Survival Evolved

I want rest really want buy cheapest build available
I asked to buy mini pc but they said not worth

and I want keep this pc in our home with password I can let them play little time not all day
so this locally build
I have no idea about the case and Motherboard also Power supply

make sure I picked the cheapest available
