FPS problems

Hello I've been having fps issues in games for a while. I actually played with high quality which always worked before (60-100 fps) now I play on low quality but I still get fps problems. the fps drop from ~100 to 5. the audio quality also drops. but after a short time it increases (about 5 seconds) I've already seen lean in the task, the utilization is usually below 60%. often there is only very high power consumption. I have an acer a 17 tuf gaming laptop. I started monitoring armory crate. I found out that with these fps problems the gpu and cpu frequency drops drastically (from 3000 to 300). shortly afterwards it goes up again. laptop data: graphics card gtx 1660 Ti. cpu: amd ryzen 9 4900H with radeon Graphics. I have already updated the drivers and the current windows. I really hope and thank you if someone helps me so far it hasn't caused any damage, it's just annoying when playing. Typically when you see GPU/CPU frequency drops it is usually due to thermal throttling, but given the lowish utilization I would not expect it to be getting to hot. With laptops though you never know! I would continue to monitor and check temps when the frequency drops occur.

Did the issues start after updating drivers? Might be worth it to roll back to previous drivers as a start to see if the newer versions are just not well optimized.

if you are hitting 95c at idle, then you have a mount issue with your cooler. 
Take it off, clean it, repaste and put it back on. 

Before you do that, just clean all the fins out of the cooler from dust to see if that fixes it.

Then have your dad pay to get it repaired since he is the one preventing you from fixing it for cheap and getting a learning experience. Running in the 90s C at idle means its broken already.
