Computer freezes every 2 seconds

Basically computer runs fine for a while, but then when launching a game like csgo or just being on a web browser for a while my frames start to skip every 2 seconds. I have tried watching some youtube videos on the topic, but have not helped the situation.

Pls Help

Processor AMD Ryzen 7 3800X 8-Core Processor  4.20 GHz

Ram 32.0 GB

PSU Corsair RM650

GPU Evga Rtx 2080 

OS Windows 64-bit operating system
