I know it's above my budget but I'll be buying the GPU used to get it below my budget, also would like to have overclocking headroom for at least CPU.

https://pcpartpicker.com/list/wR6Fv3. I would go for a 5600x, its cheaper and still a great CPU and would work really well with a 3070.

Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).
I'm learning video editing and trying to get some cash as a high school student.
I like F1, my favourite team is Scuderia Ferrari and favourite driver is Charles Leclerc. Favourite track is Red Bull Ring in Austria.
Playing with a 1080p 60hz monitor right now, hoping to upgrade to a 1440p 144hz one soon.

Living in AU and that pisses me off since every event is late at night or early in the morning (almost every F1 race starts around 11 PM AEST time)

Seems reasonable enough I guess, but if you don't mind me asking, why did you decide to go DDR4 instead of DDR5? I know future proofing isn't a thing, but it does seem like it would be better for you to get on that platform now, where you can buy more RAM if you need it for Blender.

I'm know youre right, and honestly might do that, but in my head I don't want less cores even if it would be fine, although that price difference is very attractive

Ddr4 because it was cheap, I didn't really look for anything else, just sorted by price, good thing to keep in mind though.

Athough I'm not sure the performance difference between the two, I would have to check as I don't feel it to be too important.

I dont know who started the trend of using used 3070 on everything when used RX 6700XT can be had for 50-25$ less, and RTX 2080 Super exists at similar price range (or lower if you do your due diligence and battle ebay snipes) and similar performance but are less plagued with the transient power, so i could straight faced recommend to run 650W on it. Cross shop with those, but if you do frequently used blender, you can easily just throw out the 6700XT from contention.

 

Also, you really should forget 12th and 13th gen overclock, theyre given such an insanely huge power budget that you can legitimately run it dead stock and itll reach damn close to its overclocking speed anyway. Grab the biggest cooler you can and run it to the sunset.
