Throttling issues

has anyone experience this?

 

after a driver update my GPU was locked at maximum clock speed even at idle, so i uninstall the driver and did a fresh install, the clockspeed was fixed and now the FPS dropped tremendously in games like 1/5 of the original fps (In LoL it reaches up to 200-170fps before and now it's 20-50). i did a roll back to the previous driver but the symptoms persist.

 

please help :(
