I got my brother a new graphics card and took the 1650 that he had and put it in my prebuilt. Since the psu in my pc is only 180 watts i needed another one, so i got a 25$ gamemax vp-600 off of ebay. I plugged everything in and it all works perfectly except the external PSUs fan doesnt spin and its buttons dont work either, But the gpu is getting power. (It is only connected to the wall and gpu) is it an issue that the fan, on/off button, and eco button don't work?

The PSU fan will only spin if it needs to cool down.

the PSu is external so not in a hot environment and also the 1650 only pulls 120 125 watts I believe. 

I run an AMD 5900x and an MSI RTX 3080 on a Corsair 850w unit and the PSU fan only spins up in the summer months when gaming

Are you jumping the wire to power on the psu? Are you sure the gpu is getting power?
As Johnno said the psu can run like that until the temperature rises enough for the fan to kick in.
But afaik in order to power on the psu with out it being connected to the mobo you have to jump it..
Am i missing something?

Ok. But even the power switch and other button doesnt work. I flicked it and checked multiple times and it didnt turn off the power led on the graphics card

the eco mode will not turn on the fan if the fan is not required to cool down anything

The led on the GPU is getting power from the PCI slot and nothing to do with the external PSU.

You said it was running perfectly so just enjoy and dont panic about a fan not turning as it will turn if the PSU begins to overheat.
