First Budget Build! Need help

I was hoping for a decent build in $600-650 range, lower the better (It is at $642.92 w/o the monitor). Monitor is still open to different prices.

I am trying to build a gaming rig for my sister and I was hoping for some feedback on what I have decided so far. She plays a MMORPG called TERA and I was wondering how well this would run it. It's my first build and I am unsure how well I decided on the parts. If its possible, is there anyway to go cheaper?Thanks in advance!

This one looks pretty good imo, if you're willing to deal with it only being 21.5".

This one isn't a bad price either, 23".
