I am running a 11700 k with an Ryujin2 240 AIO and an 3080 FE. The 3080 FE is Holy Crap Loud when its under load. Although it almost never goes over 80 degrees Celcius.  I don't like those high temps and high speeds of fans.  I have never done a custom water cool loop and was thinking about just water cooling the 3080.  Any advice on Water blocks, pumps and rads or any advice on keeping the 3080 quiet?

Well ill tell you one thing that a beginner custom watercooling job should be: inside of a spacious case with good airflow.

So whats your current case and fans configuration? Also, have you tried to play around with the fan curves through software like MSI Afterburner?

I have the Hyte y60 case, with rear and bottom two fans for intake and side and top fans as exhaust.  I have played around with the Curves in MSI, but I still get the fans kicking on in high every once in a while and then slowing down, Especially in Scene changes in games.  not sure why the fans on the GPU kick in for just a few moments.

Then your curve is not consistent. Generally you wanna keep things at low speed and then at a constant speed in your load temperature around 70-85 degrees, and have 90-100 degrees on 100% fan speed. Id love to see the screenshot of your current fan curve
