I bought a new PSU, it's an OCZ Tech 700W. It's a fresh build.  I have a hp z420 motherboard, with a 24-18 pin adapter. I have used the paper clip trick on the PSU and adapter & they both get juice. After connecting it to the motherboard, the fan on the psu no longer turns on.  I'm using the power switch on the back & the pc is not turning on also.

the power switch on the back of your powersupply is only to turn off power IN to the PSU, not start your computer, so you don't need to unplugg the powercord to fully turn off power... you start your computer with shorting the powerbutton pins or pressing the case powerbutton. 

 

depending on the powersupply, some have a silent mode that only spins up the PSU fan when it has a load and are generating so much heat it has to cool down.

I'g give mor info if I had it, but I can't advance further.
