Please can someone help me

I have 2x4gb 1600MHz of ram, but the different are ddr3 and ddr3l. my ram was 8gb and readable by task manager and windows. But the usable ram only 4gb. 4gb more are in hardware reserved. In the first time I'm buying this pc the ram was working normaly, after I reset my windows the ram having problem. I already do any method from YouTube and I still can't fix it. how do I fix them, please help me.

I can use the DDR3, but not with L version
