I found 2 deals on aliexpress that offer 3600 8gbx2 ram for 5k rub (around 70-80 usd), they are g.skill and netac, but i seen people write bad reviews on g.skill memory because seller sells fake ram, so i need a little bit of help.

RAM is one of the components that least likely to fail, at least judging by the lifetime warranties you can get (and my own experience). It's not as safe as buying a used case, but way safer than a mainboard.

Of any used hardware, ram is the best to get. Ram goes bad only after a super long time, and all the ram I've ever bought used is still good. It's ideal for a budget system, if it saves you some money and gives you better options.
