No display, please Help

Cpu fans spins briefly then turns off for 2 seconds before spins again continuesly when booting up but no display and no beep sound.

 

Tried:

-Replace PSU with other sure working PSU.

-Clean ram stick and change slot

-Replace CMOS battery and resetting bios by draining power and shorting the 2 pins.

-used different display cable

 

motherboard:

Asus ex-h310m

 

What might be the problem?

Reseat the cpu?
