before starting i just wanted to say that the prices are diffrent from the one you see on pcpartpicker, because i am in italy and eaven setting pcpartpicker in italy, there are some sites where you can find lower prices.

i arleady have:

Power supply: CX650M;

a 256Gb ssd;

and a 1Tb HDD.

For the price differences, here are the prices i have found:

CPU: i5-12600k: 270€

Motherboard: Msi MAG b660m Mortar DDR4: 175€

Cooler: Arctic liquid freezer ii 240 A-rgb: 105€

Ram: i have chosen the Adata XPG Spectrix D55 same price as pcpartpicker(on pcpartpicker i can only chose the D50 idk why)

Storage: WD Blue same price

Graphic card: intel arc a750: 280€

Case: msi mag forge M100R: same price

I would recommend changing the cpu cooler to an air cooler, which will be quieter and just as effective. You can then swap the cpu and motherboard for the newer generation. You can also get 32GB of RAM instead, which will come in handy for AAA gaming, and also if you plan on streaming too.

I was thinking about a liquid cooler because i didnt want to have a big block, that nealry touches the glass, at the center of the case.
And eaven if its noctua, i dont really like those colors.

Is that bad if i take the arctic liquid freezer ii 240? It says that is quieter and it takes less space in the case

I would still recommend something cheaper, probably the usual Cooler Master one.
