First Time Building a set up

Country: United States
Games, programs or workloads that it will be used for: Generally used for internet browsing and very low level games like Bloons TD or Master Duel, but with the occasionally jump into something like the FF7 remake or MMO's.
Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Currently starting from nothing which includes peripherals.
Expecting to go with a Windows 11 OS.
The plan is to get 1 monitor initially then get a secondary monitor in a few months. Looking for anything between 1440p and 4K capabilities and since I'm not interested in an fps games I don't know how important I high refresh rate would be.
I plan to pick up some of the components this weekend and then get the rest in about 3 weeks. I'm also located not very far from a MicroCenter if that can help to squeeze anymore value from the budget.
