My friend is having some quirks with his 9900K / 3080 build in a Ghost S1 build and have considered just upgrading the core. It has the tophat with a Kraken X62 AIO cooler and custom Noctua fans. Current loads have been solid the last few years with no overclocking. PSU is a Corsair SFX 750 Platinum.

What's the maximum CPU we could get away with on the current cooling setup? It doesn't get much better than that in this case. Will a 13600K or 13700K suffice? I assume the 13900K is out, too hot.
