Isnt it essentially a Piezoelectric Fan against a manifold* for that jet impingement effect, LTT did a video on piezo fans there are also phase change coolers that are just giant heatsinks weve seen vids on as well.

 

Air has a maximum amount of heat it can carry, volume is VERY important they are bypassing this by increasing the amount of heat the air can carry with above jet effect, it seems phase change is truely fanless. I mean the guys talking about vibrations and solid state is in the title, its not solid state if its vibrating right?

 

If it could be scaled(meybe in some sort of finstack)[somehow smaller than a fan] it might be useful for desktop useage but these are mobile device coolers as of now.
