Hey all, first time making a forum thread like this but I am out of ideas on what to do to try and fix this issue I am having.
 

I installed a new GPU and PSU the other day because I was experiencing random blue screen crashes when playing more intensive games and I figured it would be a power delivery issue that was causing the crash. Luckily, I have not had any crashes so far so I do believe I fixed that issue. However, now my CPU idle temps are 10-15 degrees C higher than what they previously were before doing both of these upgrades. I have tried almost everything I can do diag this problem with no luck. Whenever opening an application (i.e. Opera GX) my CPU Usage spikes from roughly 8% to the mid 60%'s and the temp jumps from low 40's to well into the 60's. Another weird thing is that when I tried to run a Windows Defender Scan (Full Scan on all files) the usage sat between 95-100% Usage and the temp stayed into the 80+ range. Windows Defender Scan showed no issues, SFC/scannow also showed no issues. I have also tried re-pasting my CPU and AIO Block with XTM70 Paste from Corsair (twice in fact), still no luck in fixing this issue. Also, whenever I boot up my PC the first time after a shut down it is really stuttery and laggy. If I try to restart the system it sits on the blue restart screen with the wheel spinning for ages and I have to hard shut down the system in order to get a reboot. This does however fix the stuttering and lagging of my mouse and applications opening though. This is driving me insane because while gaming my CPU used to sit comfortably around mid 60's and I never had these random temp and usage spikes like it does now. Could it be that this PSU is bad out of box and causing voltage issues? I have also made sure that no overclock is running and I have reset Bios back to default just to be sure as well.

The two new components I installed are a Gigabyte Gaming 4070ti OC and a 1300w 80+ Gold PSU from EVGA. 

Rest of my components are as follows:

Motherboard - ASUS X570 Gaming Plus Wifi
RAM - 32GB Corsair Vengeance (4x 8GB Modules)
CPU - Ryzen 7 5800X 
GPU - Gigabyte Gaming 4070ti OC

PSU - EVGA 1300w 80+ Gold Certified
AIO - 360mm AIO from CoolerMaster (I do not remember the exact model name)

Maybe the restart issue is caused by "fast startup" option in power options menu.

9 Ways to Fix When Windows 10 Won't Shut Down | SoftwareKeep contains a good description how to disable fast startup in section "Method 2. Disable Fast Startup"

 

Also please check if windows updates are pending or installing in background.

 

What is your CPU speed showing in Task Manager (while Defender scan I have max 10% total usage):
