Dead CPU?

AM4 board MPG X57OS EDGE MAX WIFI with an AMD Ryzen 5600G and 4x8 DDR4 corsair RAM

 

Family members build thats a few months old stopped booting one day, figured it might be the mobo so I sent it back and got a new one, build still won't boot, though with the new board its stuck is some strange power cycle where it will try to boot where it lights up all debug leds, fails, then a couple seconds later it will try to boot again (see attached video)

 

Some things I have tried so far

1. Building it outside the case to ensure nothing is shorting
2. Trying the PSU from a different build (similar wattage)
3. Re-seating the RAM and CPU and trying with just one RAM stick

CPU seems ok, no bent pins and installed in the correct orientation but its the only thing I can think of thats left, time to send it back?

Try a different PCU. no start with good power, good memory and good MB tells me the CPU might be DOA
