I'd say, what have you already got kicking around?  my FreeNAS server was made out of mostly repurposed parts.  I would recommend a specific case, though:

You can fit 8 HDDs in it, and it takes a standard micro-atx board.

Another option, depending on how many drives you have, is to just use something like an SBC or NUC and an external enclosure. Really don't need much horsepower for this. But it also depends on how you're trying to set things up as to what's going to work best, e.g. next to and connected directly to TV or other side of the house in a closet with devices throughout the house connected via network.

That case is sick for a server!
