Helpppppp!!!!

Ahhhhhh I finally fixed my issue, so all I did was update all my motherboard drivers but nothing happened. So then i updates my bios to the latest version and god damn actually worked. The fans don't go nuts and the nzxt CAM software reads my cpu temperatures properly. Now this is one Hell of a Relief!!!!!

Not sure of what's your issue, yet if I  understand correctly your rad/fans mounting is not good,  you should always screw the fans directly to the rad, with nothing inbetween, even a vented panel still reduce airflow pretty significantly

For the NZXT display to update the temperatures on the fly NZXT CAM needs to be running. If it is not running you are not going to be getting correct temperatures. Your fans are spinning up because your processor is heating up, you need to configure the fans in the NZXT CAM software or motherboard Bios. 

 

If you are talking about fans spinning up during boot, the fans will go full blast until the PC posts.
