probbaly buying for xmas so i can build it and use it, peripherals not needed, upgrading from nothing (first pc), resolution and refresh dont matter

Miles better than your pick, I'll explain why:

Noctuas are overpriced, yes they perform well and silently, but really not necessary.

4500 is much slower than 5600, budget reallocated from the Noctua fans and cooler.

No need for aftermarket air cooler, just use the stock air cooler that comes with the CPU. Also the cooler would already have thermal paste on it (if you bought new).

B550M board because A520 board is just sad.

2x8GB 3200 CL16 RAM instead of CL22, you pick is CL22.

An okay 500W PSU, still better than your pick which is a very bad PSU.

Been hearing ASRock has a sorta bad reputation, so I avoided it purposely for an ASUS or Gigabyte board instead. Is there anything I should be aware of in that regard? Also glad to know my case choice wasnt abysmal. Is there any real concern with cooling though, with the single rear case fan?

Honestly wasnt paying attention when I picked ram, haha. As for upgradibility, probably not happening anytime soon, or ever, which was why I was not really concerned with making this upgradeable, but its certainly an added bonus.

Oof, didn't know that, thought that was weird, I figured it was a discount of some sort, so glad I didn't try to find out.

In general, yes, Asrock is not as solid as others but it is not a bad brand, so in the end it depends on you, if you feel like you can't trust the board, then go with others, it's a matter of personal choice whether the cheap cost is worth the risk.
